Tsunami vs hurricane

It's surreal; refugees in America. Australia giving America aid.

Why this anarchy? I don't remember any accounts of rapes and loot and murder when the tsunami broke. So why now, why in America? Is it because it's the South, or because it's New Orleans? That's not rhetorical, I don't know the character of the place. Because guns are more prevalent? Because no one reported the dark human side of the tsunami? Because in the third-world countries where the tsunami hit, people are used to hardship, compared to Americans who believe such things couldn't happen to them? I don't mean to be cruel. Maybe it's the flip side of a democracy; people expect things of the government and social control lies more in the government's hands than in the community's. Who knows. It's just...wow. Like some sort of dystopian vision, The Plague or Blindness or something.
